In Belgium the toll for vehicles over 3.5 tonnes permissible total weight is collected via the satellite-based toll system Viapass for trucks.

The kilometre-based toll system includes the existing Eurovignette route network within the regions:

Flanders, Wallonia and Brussels.

Toll collection

The collection of the distance-based toll is done via a satellite-based on-board unit (OBU). If your fleet drives only in Belgium, we recommend an on-board unit from the toll operator Satellic. This can be obtained on the payment of a security deposit of EUR 135. The security deposit is repaid when the on-board unit is returned.

Installation of the on-board unit

Installing the on-board unit (OBU) can be done in two ways: either by wiring it into the vehicle’s power supply (permanent installation), or by inserting the plug supplied as standard with the box into the vehicle’s cigarette lighter socket.

The following conditions must be fulfilled before a Satellic OBU can be returned through DKV:

  1. The OBU is not from the Satellomat (Satellic fast-track account)
  2. DKV is indicated as the business partner on the Satellic portal (RUP). This is possible only with a full Satellic account
  3. The customer’s own bank details and e-mail address are indicated in the RUP
  4. The OBU is accompanied by the standard battery and two-wire cable, including the plug. (Refer to the newly amended Satellic OBU return conditions, duration of transitional arrangements unknown)
  5. Customer name and DKV customer number included
  6. Satellic customer number included (see Satellic invoice)
  7. Vehicle registration number included

Important tips for Viapass Belgium

Drive through the right way - move faster

All trucks with a permissible total weight exceeding 3.5 t, whether Belgian or foreign, on the road network in Belgium will be subject to toll charges.

The following vehicles are not subject to toll charges:

  • Vehicles that are used exclusively for defence and by the armed forces, for civil defence, fire-fighting or by the police and are recognisable as such;
  • Vehicles that are equipped specifically and exclusively for medical purposes and are recognisable as such;
  • Agricultural, horticultural and forestry vehicles that travel only to a limited extent on public roads in Belgium and are used only for agricultural purposes, for horticulture, for fishery and aquaculture or forestry purposes.

Only vehicles used for goods transport are subject to toll charges. In other words, vehicles intended for transporting people (cars, coaches, camper vans and motor homes etc.) are not subject to toll charges.

All trucks with a permissible total weight exceeding 3.5 tonnes must be fitted with a functioning on-board unit (OBU).

Simply follow the steps in the brief instructions supplied with your OBU to install the unit. If you wish to read the instructions in advance, you can find details of the installation process on the Satellic website . The indicator lights on the OBU must be green before you can drive on Belgian roads.

Satellic asks all customers to activate their on-board units (OBU) in order to test that they are working properly. To test an OBU, it must be switched on in an EU country (27 EU member states + Switzerland). The OBU must have GPS reception and GSM coverage.

Instructions:

  • Switch on the OBU by pressing the tick button (button in the middle)
  • The screen shows the word “Starting” and then the Satellic/Viapass logo
  • The OBU indicator light flashes red and the screen displays “Not ready”
  • Put the OBU down and do not move it for at least 15 minutes
  • The OBU enters the standby mode (black screen), the indicator light no longer illuminates red
  • Activate by pressing the tick button (button in the middle)
  • The start screen appears again (Satellic/Viapass logo)
  • The OBU indicator light flashes green, the OBU shows the vehicle registration number and the amount EUR 0.00

If an OBU is not permanently installed or connected to the ignition system, it must be activated as described below during use. Activate by pressing the tick button (button in the middle).

Vehicle being driven:

  • Crossing the Belgian border – the tick button (button in the middle) must be pressed.
  • The vehicle is stationary for longer than 10 minutes (e.g. traffic jam) – the tick button must be pressed.

Stationary/parked vehicle:

  • The engine has been switched off, then the journey recommences – OBU activation is required.

If the OBU is permanently installed and connected to the ignition system, then the OBU is activated when the vehicle starts up.

With the introduction of the Belgian toll, the Eurovignettes that were used up to that time are now invalid in Belgium. Eurovignettes continue to be necessary for journeys in the remaining Eurovignette countries Denmark, Luxembourg, Netherlands and Sweden.

These can be purchased at more than 550 points of sale (POS).

To avoid extended waiting times at the points of sale (POS), you can order your Eurovignette quickly and easily on the DKV website .

The tariff is based on four parameters:

  1. Number of kilometres driven
  2. Road type
  3. zulässiges Gesamtgewicht
  4. EURO emission class

A security deposit of EUR 135 must be paid for each OBU. The security deposit is refunded upon return of the OBU.

Viapass carries out checks in cooperation with the three Belgian regions. High fines await anyone driving a vehicle without an active OBU on board.

  • Permanent checks
    • Detectors on motorway sign gantries check whether all trucks have a functioning OBU.

  • Flexible checks
    • Flexible checks can be carried out basically at any time and anywhere on the Belgian road system.

  • Mobile checks
    • Mobile teams will be carrying out checks at any time and anywhere on any Belgian road. They will stop trucks and issue tickets imposing fines for non-compliance with the truck toll regulations.

The fine for anyone found not complying with the Belgian truck toll regulations in any one of the three regions is normally EUR 1,000.
